Thats wrong. Same bouquet ids can have update availability at different time. It reaches randomly.

Yes. some members having HD Zapper ID (HD STB) got updates already, and many HD STB users are yet to get, so its not on bouquet ID. Its some other method

Bouqet id for hd stbs are hd zapper. For hd pvr its hd pvr.. So again you are wrong...
