They put an arbitrary number based on their measurement just like Ookla/Opensignal/Netflix/TRAI shows India's internet speed or TV chs shows Pre Poll survey. For example out of 40 crore internet users opensignal has data of only 1 lakh according to their report. So these numbers does not reflect the ground reality as sample size is very small

They only have a sample size of 33,000. So they are judging 50 crore Indians viewing pattern(TV set) with a sample size of only 33,000. It is exactly

33000/50 crore = 0.0066% of viewer so not even 1% of viewer data they are taking.
