No. Each year should have a specific colour. Mixing the colours (that too only for one year, 2017) leads to confusion.

Among all regional languages, Telugu was always 1st since the launch of Zee Telugu/Cinemalu HD. Tamil has 7 HD channels including Jaya HD. Hindi is not to be considered as a regional language.
