This is NTO 1 Rio bro as NTO 2 is not enforced yet. They decided to do that only in NTO 2 Rio. NTO 2 is under developing stage. They have requested recommendations from various stakeholders. Hopefully they'll come up with redrafted NTO 2 after considering their recommendations.
