I think the main reason behind no broadcaster is interested towards India women tour of Srilanka is recently amendment of sporting act by prasar bharti,now women's cricket will also be shared with DD, private broadcaster won't generate revenue by this type of series and it won't be exclusive,so they aren't interested..
If it is the reason, then going forward broadcasters won't go for bilateral series (even men cricket) and we can enjoy the series in DD sports (both 1.0 and 2.0)

Do not expect every local leagues to be on tv. Here international matches are black out, forget about local matches
Football leagues are immune here. Local cable and news channels takes the initiative to air these league. Meanwhile these leagues specially the ones debuting can buy exposure by buying slots from 1Sports and Eurosport for the time being.
