Nope, State board/association will sold league Media Rights. But State cricket association required BCCI permission to start new league or new season.

But what about RRR (Ratings, Revenue and Return) bro. I think they are taking a wrong decision here. What's the point of NTO if they don't air what majority of audience want to watch? If not WWE they need to air India vs Pakistan highlights instead.

Someone of indian sports broadcaster show 1st el classico of this year which will be on 16th jan strangely Viacom have rights of Spanish league but not other spanish connected cuo rights similarly vaicom have rights for Italian league but not copa italia atleast jio cinema should give these matches if as you said
