SUN has only 9X Jalwa and 9XM listed.

Trying to identify FTA Hindi and Tamil music and movies channels to pick, in case 100 channels NCF is minimum.

In Malayalam we have a benefit that we have only avg 30 FTA Malayalam channels so we can choose 40+ other language channels within rs130.For tamil telugu etc there are 40+ channels so that their choice is limited within 130 after all own language channels are selected. (not saying the case of Sun direct)

In general true if one watches so many other language channels.
19 in SUN; if one leaves out 3 Christian devotional channels and NT3, only 15 channels to pick. Still got to go around and find 59-60 FTA+pay channels.

Yes, but for many people, outside own language, picks will be limited to Sports and English (news, infotainment, movies) channels. Ala carte pricing is crazy if one picks 60 such channels.

Won't they offer add-on bouquets like they have now, like English Movies Mega or Tamil Cinema Plus?

Or even bring back an add-on like the English World Pack add-on they used to have 8 or 9 years ago? At the time, this add-on pack used to have a very good assortment of most of the available English Movie, Entertainment, Infotainment and even a few Sports channels. This was way before, the good old days when they did not integrate most of the English channels into the recently discontinued Tamil World Pack (base pack) or the current Tamil Cinema + Sports pack (base pack).

Or has TRAI forbidden the formation of such add-ons now?

I think distributor is not allowed to break a broadcaster bouquet to form his own bouquet.
They can only create bouquets by bundling channels not part of any bouquet or by combining two or more bouquets. Moreover, FTA channels should not be part of any bouquet. SD and HD of same channel cannot be there in a bouquet.
