Yes, not only balu mahendra but also the other old films of kamal haasan which got released in 90s.

If you look at WAM india movies YouTube channel, like b4u movies they too have uploaded many tamil films in amazing picture quality. Only thing is picture quality is for hindi dubbed versions.
