Yes they are converting it to satellite signal and uplink.So the subscriber can watch it without internet as its a satellite service channel.Thats the reason the channel name they used the name “4K service” to exempt it from leagel issues
Its the same method they use to telecast some live events Remember Sadguru mahashivrathri live event

Its clearly a service channel.There is no official news or press release from Star that it has launched a 4K channel.Its a Value added service
