Nearest satellites which are in vicinity of 83° orbital slot are ST-2 & MEASAT - stationed @ 88° & 91.5° orbital slot respectively. There is no chance of getting Asia sat as it is stationed @ 100.5° orbital slot . The only satellite ISRO can use is GSAT-16 but restationing it @ 83° orbital slot will be disastrous as it is used by VAST operators for MSS services b/w Andaman & mainland India. And yes ISRO is pioneer in creating disastrous scenario as it was happened during premature decommissioning of INSAT-3E for which bank services were stopped for 2 weeks in Andaman islands.

Yes, satellites operators are free to reposition their satellites @ different orbital slots by firing altitude control thrusters but ISRO will not allow any foreign operators to reposition their satellites @ Indian orbital slots.
