i think there is a rule by TRAI by which DTHs can charge 2 times more rupees (Double) than it's actual a-la-carte.
(airtel can charge upto rs 34, if actual a-la-carte is Rs. 17)

but can't charge more than double of its actual a-la-carte

but am not sure... i read it somewhere
