How could they include both SD and HD feeds of Cartoon Network. Isn't it against TRAI Rules??

This in fact should become the standard. For those channels who don't simulcast and have separate SD and HD feeds, there should be a rule that both SD and HD should be included in HD base pack. There are many channels with separate SD and HD feeds.
