Difference is there between facebook logo & Hot Star logo...

This is not actually a difference, these logos follow guidelines that will have visibility principles. The splash element in bigger logo can not be properly seen when a smaller logo is used. So, to improve visibility, smaller usage and application of the logo will have these minor details chopped off. So, on hotstar, or any other pages where small logo is used, the splash element is removed from it. And on facebook, where image can be seen in full resolution, the original logo would be posted.

Only good thing is the name Vijay in Tamil that too they could have replaced the name in the old logo itself.
