Illegal transmission local cable channel in FREE TO AIR slot

Some of mso in Maharashtra are placing local cable channels in free to air slot to complete the 100 free to air channel criteria.

I agree to this point, it's illegal, my mso BRDS is doing so, his channels very bad quality with almost full screen ads, in contrary Hathway has its quality local channels. That's accepted..
