Is DD channels are allowed in Sri Lanka legally. If not then why they concentrating in this move.

If I'm not wrong, there is no restriction in Sri Lanka for any channel that wants to enter Sri Lankan market. Sri Lanka has no list of TV channels that are allowed or forbidden. For example in this news article http://tvradiosrilanka.blogspot.com/2011/03/rbnl-looking-to-expand-to-sri-lanka.html:

RBNL have already sought downlinking permission and is in the process of negotiating with pay television operating in several countries. RBNL have the added advantage in countries such as Sri Lanka since they do not require to apply for downlink permission unlike in India & Pakistan plus they do not have to pay carriage fees for the channel for distribution on local pay networks.

So apparently, if a channel ABC from a country XYZ wants to enter Sri Lanka, it only has to negotiate with local cable TV, IPTV and DTH companies. If those companies allows that channels (depending on people's interests and financial benefits), the channel will be broadcasted in Sri Lanka.
