About Free to Air channels on D2h

My Dreamdth friends, specially Admin & experts, please tell me, Why Free to air channels which are available free of cost in DD free dish are not free in All packs?:huh
Many free channels missing badly on South Silver Pack range upto Rs.240 PM.
(1) Zee Anmol
(2) Chardikla Time TV
(3) Sony Mix
(4) Rishtey
(5) DD Bangla:s
(6) 9XM
(7) Enterr 10
(8) Cinema TV
(9) B4U Movies
(10) Dangal
(12) Big Magic

Still many FTA channels missing on D2h platform like Zee Smile, Zee Etc, Khushboo tv, Maha Movies etc.:s

while many expensive channels are Part of such packs.
(1) Zee Khana Khazana (Rs.30 pm):sp
(2) Zee Q (Rs.83 pm):sp
(3) Zindagi (Rs.28 pm):sp
(4) All available English News channels.:sp

For FTA Crap, we have ddFd (also dishtv) & for maximum pay channels @lowest base pack, we have d2h.

I think, you own both (d2h+dishtv)

but d2h should provide such channels in All packs.:'(
Why they treating that channels as Premium channels & not giving in Silver packs?:wall
