Acc to cc,super star base pack is for all users, it is not a special base pack for TN. Regional channels availability is vary for state to state for Ex:As TN users get all Tamil channels.
AP/TS will get all telugu channels without any paid add on subscription.

This pack is available for both SD and HD users. You can opt paid add on for extra channels.There is no restriction to add paid top ups.
