Dth networks, not dth network. Even singular/plural is important for interpretation of act. They didn't write "only dd's dth network".
Suppose you are right still you are not telling how was it available til 2017 through this act.

"On its DTH Networks" refers to DTH Platform/s being run by Doordarshan. Read the sentence before it as it says "enables prasar bharti" to carry/re-transmit the feed on its Terrestrial Networks and DTH Platforms.

Plural or singular does not matter here and if sometime in future Prasar Bharti has 2 different DTH Platforms then this act will cover both.

I believe "networks" term could havw been written like this "network/s" to avoid any confusion
