May be NTO 2 of Trai states that any SD channels will cost not more than Rs12,same is followed by Dish TV earlier than others now and when this rule is comes into force in coming days this Rs12 will be implemented and followed by all Breaking - NTO 2.0 partially upheld by Bombay HC

If they keeping HD channels out of bouquets, then user who watching HD in place of sd due ti same price will switch to SD.
Ye India hai aur yaha paise bacha jata hai.

This reduction of price indicates, there are less chances of broadcasters challenging high court decision in supreme court,it seems DishTV has signed the agreement with new terms and conditions of TRAI as per NTO 2.0 or it may be signing same very soon that's why this Rs12 for SD channels with reduced price is appearing
