Here you can see the normal basepacks which are available for everyone but for special/offer packs, you need to have an HD connection & you have to login in airtel's Self care portal.

I called customer care and told them that recording is showing as free topup in selfcare, they checked and activated the recording free topup for me, it was not activated by default, not even for 2-3 months.

I think u won't get sun HD channels Also.
And u have to subscribe Regional Topup also (from portal at free of cost , or by CC, Chargeable )
