Update:

No stay is granted to the broadcaster's in today's hearing.

Matter is adjourned and interim protection will be considered on the next date.

As per the current status, the present RIOs are illegal.

Counsels will now advise whether or not to file new rates in light of the fact that no interim relief has been granted by SC.
Will They Announced there New RIO Today?

Let's is take it from broadcaster perspective, If they are of firm belief that they will be able to get interim relief. Then they will not publish RIO. Vice versa

I donot find any rational as to why they are not publishing RIO... Rs 5 Channel if sold at Rs 12 then also they are winning position.... Lets see what they decide...
If they sell Rs.5 channel to Rs. 12, DTH and cable operators pick only cheaper channels in order to form basic package and people will subscribe only those.

Example, Many DTH operators have kept Sun Network channels out of base packs, as the current rates are not worth.
