No, but there is no official source that Colors Telugu and Colors Malayalam are launching so we can't say that they are launching.
And from all means it seems impossible like ETV deal with Viacom to not enter in Telugu Region because They already present and ETV sold all their channels to Viacom. If Colors gets launched in Telugu then ETV will become aggressive and launch gec in strong region of Viacom to compete with them but I don't think this will happen as its not confirm whether the channel is going to launch or not so no worry.
