Public movies channel launching date announced but still they didn't got permission then how come it is possible to launch channel on Feb 12?

Without the name change also they can start the channel.
Focus tv kannada and isiri bhakti kannada channels are using bhaskar tv and satya tv licence without name change(focus tv still shows the logo of bhaskar tv at bottom left)

they may have got the approval this month
