Isn't php is the filebase system and mysql is database management system! Both are required to run a forum website.

Bro go for go-daddy but little expensive. If you are going to write lot of blog you can install WordPress in your site. WordPress has lot of features, plugins, themes mostly free. MySQL db is enough. Or you can try Google blog its free I have not much done though
