MUMBAI: The government has appointed R Jaya, currently member secretary at the National Council for Teacher Education (NCTE), as joint secretary broadcasting in the Ministry of Information and Broadcasting (MIB).

The Tamil Nadu-cadre IAS officer replaces Supriya Sahu, whose term expired on 21 October. Incidentally, Sahu is also from the Tamil Nadu cadre and had joined MIB in July 2009 as director of broadcasting.

Sahu earned wide acclaim for successfully implementing Phases I and II of digital addressable system (DAS) against all odds.

As joint secretary broadcasting, Jaya will have to lead from the front in implementing Phases III and IV of cable TV digitisation and Phase III of FM radio auctions.

The government has set December 2015 and 2016 as the deadlines for Phases III and IV of DAS respectively.

The FM radio auctions are slated for early 2015.

Jaya will act as the member convener of the 22-member DAS Task Force.

Her area of operation includes granting licences for launching TV channels. She will also be responsible for giving licences to cable TV, direct-to-home (DTH) and headend-in-the-sky (HITS) operators.
