According to the following article, these 4 channels may be available on cable shortly... as CIRA is planning to pay carriage fees to cable ops. :sp

None of these 4 channels are downlinked from satellite. Hence they do not have any downlink clearance. The 4 channels are being supplied via the internet to cable TV Headends countrywide, to be incorporated as local cable channels by each individual headend. The direct consequence of this is that each local headend is responsible for the content of the channel and, at least technically, can be taken to task if the government deems any of the content objectionable.
The move to deliver the channels through the internet rather than through satellite results in a significant saving in the transponder costs. Presumably the amount saved will go towards carriage fees.
