Understand this, the clearance from IPR is not a factor for channel launch. Channel launch depends only on MIB clearance only. IPR is only a protection for trademarks.

No. It also depends on the broadcaster's willingness to launch the channel. Zee Kannada HD had the licence for a long time and it was supposed to launch in March but it launched only this month. Otherwise you are right.
