I dont think there is anything which holds regional channels from participating in DD+ auction.
Its upto the channel to participate & pay DD fees.
I think regional channels have less audience so there is no point for them participating in DD+ auction as they dont require all India coverage. Also DD fee is also a problem, instead regional channel would spend money on cable addition or pvt DTH which may have large audience in a particular state.
It makes sense for channels like Rishtey/ reliogious channels/ certain propaganda channels considering DD+ is audience.

Great news.
Hope sony network will follow this trend soon as i listen that they are launching new channels in india...

I sent many email to Sony to start a free to air channel with old drama's like Aahat Season - 1, CID Season - 1, C.A.T.S, Chamatkar, Just Muhabbat and many other good old shows. I suggest u the same to send them an email about the same
