DD Retro is in 4:3. But just because they show old programs doesn't mean they have to make the whole feed in 4:3. Then can put 4:3 shows on a 16:9 canvas and broadcast that canvas. Ads are mostly shot in 16:9. They can show ads full screen by using a 16:9 canvas.

What about 9xm, 9x jalwa and music india?

I am getting those channels in US in 16:9. Are they 16:9 in India as well?

wrong. All of these broadcast content in wide screen AR barring some exceptions
Diffrent people are saying different things. Why the confusion?

Which channels are you absolutely sure are in 4:3?

DD retro 100% confirmed is in 4:3

That's why i told 9xm only. Either you do or not do. I saw 9x jalwa having stretched screen. Not sure about music india but in jiotv/mx player it is stretched.

Only way to confirm is get the actual feed using C-band dish.

These DTH and OTT streamers may be stretching it at their servers.

The MIB rule is that DTH and MSO should not modify the actual signal. Are they breaking that rule?

If it is 4:3 in actual signal, it should be retransmitted in 4:3 itself.

I dont think so. Jalwa sometimes looks perfect 16:9 widescreen, sometime black bar added at top/bottom + stretched. Intermediaries like dth/ott won't keep flipping their setting.
