In which ratio SD channels should broadcast ?

I dont think so. Jalwa sometimes looks perfect 16:9 widescreen, sometime black bar added at top/bottom + stretched. Intermediaries like dth/ott won't keep flipping their setting.
Some videos are like that. That doesn't mean channel is 4:3. It is a problem with that video only.
 
Some new content is like that. I just saw a latest music video of sushant and kriti sanon like that.
May be. But if you have access to mx player/jio tv. Urself see 9x/jalwa/music india in default setting(without stretching mobile screen). U will know.

If you are getting some videos full screen and some not full screen, channel is 16:9

If all videos are not full screen (including ads), then only you can say channel is 4:3.
