Why is the aspect ratio letterboxed 4:3? Is the problem only on airtel? It looks very ugly on HD resolution TVs.

Looks like the problem is in Airtel only. Tata Play has regular 16:9 format. They need to check. Sports 18 1 SD's aspect ratio is proper in Airtel. Only Sports 18 3 SD is having the issue.

Star sports select earlier showed football matches like letter box now they giving full screen view during football match in letter box awfull for viewing

Yes it is. Earlier Airtel did the same also with DD Assam and Sun Bangla but later the problem was solved.

Still am not getting the channel, even scanned all TP, my brother residing next door getting this channel. He is using normal Stb.

For me it not even going to channel, says channel 308 ot available

For me it not even going to channel, says channel 308 ot available

Can you do one thing?
Turn off set top box, remove all cable connections from the box, reconnect the cables, turn on the box. Check whether 308 is available.
This method worked for my cousin's Tata Play connection when one channel number was missing.
