November is too late. They should do it now. In next 2-3 months.
RIL don't have that much content to run sports channel. When I enquired with team they said they are confident for IPL. They will also acquire other Non BCCI crickets .
There are a lot of deals happening. Talks with APV also going where they will share content. We need to wait for official announcement.
They are not ready to say anything as it may result adversely on market about rumors.

They have plans for football? And APV means Amazon prime?

Like always. Everything is made up. There is no talks with ViacomCBS about revenue sharing or even MTV Sports in cards. When sports channel will arrive. It will be under Colors branding
ViacomCBS international's Raffaele Annecchino has already completed talks with RIL about possible venture for sports. And it's a good time for paramount plus to launch in India. And add to their global subscription.
Although as you said the talks about revenue sharing may not be concluded. As there are no reports available. Soon we will get a clear picture if @Vadirocks bless us 😊😅 with internal news .

May be because low penetration of TV in Odisha. Plus most of us can understand Hindi. Can not speak it, nor read it. But most can understand spoken Hindi. That's why. Does not make any economic sense to add Odia feed.
Having regional sports doesn't make sense. They can't match the production required. Only hand few events which broadcasters thinks are popular in the end up getting aired while we are required to pay seperate subscription to watch other events in Hindi or English anyway.

According to market sources, the Hotstar platform might end up raking in Rs 700-750 crore worth of ad revenue from the entire season

Nitin Bawankuproperty. President -Ad sales, Star & Disney India, is gung-ho about the second half of the tournament. He said that the platform has sold out most of the ad inventory. The fact that the remaining 31 matches of IPL 2021 will be played closer to the festive season is also working well for the property.“IPL is the best platform for advertisers with unparalleled reach and forms a crucial part in the marketing and media calendar of brands who are looking for higher impact in a short period. There is immense demand and the timing of the tournament works well for the advertisers to take maximum benefit during the festive season.
Disney+ Hotstar eyes bumper ad revenue growth for IPL festive leg

Major Sporting Rights up for grabs:-
1. New Zealand Cricket TV Rights
2. West Indies Cricket TV Rights
3. ZImbabwe Cricket TV Rights
4. Bangladesh Cricket TV Rights
4. Italian Serie A Rights
5. French Ligue-1 Rights
6. ATP-500/250 TV Rights
7. Major Golf Rights
I think this a lot of content for RIL/Viacom 18 to start a TV Channel. They can easily launch a TV channel with a competitive price of Rs. 10-12 per month with all the above content. If they can also win IPL rights over the top of these rights, it can be a game changer.

You forgot rights of FIFA World Cup 2022, Bundesliga and Olympics 2024 rights. Olympics rights itself can bring good praises for Reliance Industries.
