But at same time, not so many user complaint about non availability of ss2[except some samsung hd], means either old user shift to mpeg4[by upgrading to hd] or they not subscribe higher pack. Hence very easy solution for tata sky that migrate higher pack channels in mpeg4 format.

Well i have TS+ box which i purchase by Jan 2008....i believe it is compatible to MPEG 4....I am able view SS2 through my TS+ box...which means my STB is compatible to MPEG 4....

I am not at all confused. My question is why should they charge HD aceess fee for mere 10-12 channels of which there are only 2 movie channels. My concern is being a HD subscriber, why should I pay for SS2 with no HD telecast

Look HD consume more bandwidth than SD. So to watch HD channel you have to give extra fee. Every DTH operator charge it. Some operator explicitly mention it others include it in package price. Now regarding number of channels if you are not satisfied with tata sky you are free to choose any DTH which provide more HD channels. By the way ss2 has no HD telecast from Broadcaster end.

for tother 12 channel u have to pay

simple subsccibe to base pack with ss2 or get it al-a carte. no acess fee for viewing ss2
