Yeah. Mpeg4 conversion is still on in full swing. So hopefully more mpeg4 channels would be available for next round of conversion of TP to dvbs2 and channel addition possibly in early March. But TS can still add few more SD channels now.

So it seems TS don't have plan to add all HD / demanded SD channels & want to be on no 2-3...

Customer care told me
Tata Sky launches 7 new channels (MPEG 4) on 5th Feb 2014. They are Zee Marudhara, Discovery Tamil, Jaya Plus, Home Shop 18, News Express, News Nation and Jai Maharashtra.
