It's not on the max limit. They can increase bouquet price if they want in a normal situation. In fact, Big 4 had plans to do the same last year but TRAI stopped them from doing this.

Since judgement is not ready, milord might have forgotten evrything, so they may start hearing again. Rehearing is also possible if one of them retires before judgement.
