Star published that old one because no one was sure high court will grant stay order or not. They published that around same time when zee network, tv18 also published new rate according to trai rate. But high court granted stay order so nobody implement trai order.

Just look at the date. It's sept 2017 around same time when trai order was supposed to come into effect and this is match 2018. Not even 1 year completed. And DTH mso sign agreement on long term they don't sign for 3-4 months
