Absolutely correct, it seems some people are getting lured by such promos & buy D2H. But at the same time few people who are only interested in regional channles are also preferring D2H.
Other DTH providers like Dishtv are also started same sort of advertising to lure people. Overall D2H policies are affecting other DTH like TS which is forced to increase its regional count which is ultimately good for viewers.

So that means all popular and HD Channels dont pay carriage fee then on what terms do dth carry those channels on there platform?

Take Neo sports and tatasky as an example. Neo wanted 1.5 crore from TataSky but TS don't want to pay that much amount. Ts offer 60 lakh per month which Neo rejected. So there is no settlement. As a result both Neo sports channels removed from TS. Deal can also include carry of FTA channel of same broadcaster who provide Pay channel. I think Z anmol (FTA)was part of Ten HD(pay) deal as both channel are from Zee and was added on TS one after another.
