Read his answer again bro. He says customer shall pay fixed amount of 130 like telephone bill, whether or not he/she uses. That's confusing everyone.
This is what it actually is bro. But by giving that answer of static charges, he created confusion. If you look at the brochure published by Siti Cable, they are already saying 130 is mandatory. His answer gives boost to their claim.

It purely depends on the discretion of DPO (DTH /MSO) whether to take NCF for 100 channels or 10 channels. It varies from operator to operator. But Higher limit for first 100 channels is 130₹.No, as per the TRAI order, Rs 130 is upper limit for 100 SD channels. If someone wants 50 or 10 he has to pay NCF for that 10 channels only

But, now after watching this guy's interview, I doubt how many DPOs will implement it properly. He himself says 130 is static, and till someone from the audience asked if the minimum charges can be below 130, he didn't say yes! So all the DPOs are bound to take advantage of the situation. It's absolutely ridiculous on his part to say that 130 is static regardless of usage which is completely incorrect. He should have rather answered, 130 is the maximum limit and DPO should charge NCF according to the number of channels consumer has subscribed to.

Then if I take 25 dd channels and star buquet of 50rs then I want pay nearly 100rs ??DPO will not charge NCF on this mere statement, all DPO have the copy of the order and have experts to interpret the clauses, Even i was confused at start, i read the whole order and after i saw fastway charging NCF on per channel basis, all dots connect and it make sense
Also TRAI order says the following:
The subscriber, as per his requirement, shall have complete freedom to choose either bouquet of basic service tier or any other bouquet of pay channels or any other bouquet of free-to-air channels or a-la-carte pay channels or a-la-carte free-to-air channels available on the platform of the distributor of television channels or a combination thereof.
Nowhere it says 100 channels must be taken by all and Rs 130 must be paid.
If someone wants 25 SD channels, pay the NCF for 25 channels + Pay channel price, same way for packages
