Pls read the TRAI order. I quote this from the order

“distributor of television channels” or “distributor” means any DTH operator, multisystem operator, HITS operator or IPTV operator;

So, Jio TV and other IPTV providers are implementing this is it?

Strange, no sign of them doing this. Even AP Fibernet isn't implementing.

TRAI postponed deadline for new tariff regime to Feb 01, 2019.

TRAI gives a month for migration to new tariff regime during this migration period there will be no blackout of channels.

Yes.but after 2-3 months they charge less.because lots of people remove unwanted paid channels also so broadcaster wants to down the mrp.

Has Trai extended the implementation for the order- IMO yes but only for old (current) users.
Every new user joining dth or cable on & after 29 th dec 2018 will have to choose from new plans...
Correct me if I am wrong.

That's the only official word, it says Implementation of new regime will be in phases just like digitisation of cable tv
