All the platforms are definitely shifting to the new tariff regime from 29th December 2018. All those who are saying that it is delayed or deferred are bull sh#t. They have given a window of one month.

What does "reach out to" mean? Just inform them or change their plans?

1st Feb 2019 is the last date of migration. That means 29th Deecember 2018 to 31st January is the window to migrate all the consumers to the new tariff by the operators. This does not mean the migration will start after January 2019.

The time to the subscribers to change to new package is now extended to 31st January 2019. TRAI clarified that all existing packs/plans/bouqyes to the subscribers will be available uninterrupted till 31st January, 2019. Read the Press Notification No. 127 in the following link.
