Seeking Help Dolby Digital plus missing in many english movie HD channels?

Getting Dolby digital 384 kbps only on hdmi on all english movie channels except hbo hd (dd+ 192 kbps) & flix hd and &prive hd in stereo

The january list shows these channels are in DD+
Is this normal or has tatasky downgraded audio in these channels

This is unusual. Why low bitrate on 5.1?
