32 Channels needs TP space and DTH companies shell out a lot of money to get those TPs. I think its fair to ask for carriage fee.

No way that the govt will pay such high fees. Btw they have a good reach already: DD FD, Dish TV, Most digital cable operators can carry as they are FTA. Those who want to see can ditch the DTH cos who are not providing it, else it's available on the net for broadband folks.

Govt just need to pass a law which will state that these chs are events of national important like DD chs. Then all DTH and cables will be bound to carry these according to their license terms.
