I have question regarding deduction of 15 rupees if we recharge late from due date, Are they still deducting late or not?

Yes, last month RS 15 got deducted for me ..... I had recharged for Rs 100 still STB was inactive... CC informed min recharge after due date is Rs 150... so had to recharge again for Rs 100 as Rs 50 recharge is invalid...
