It's a local cable channel it seems as GTPL & SITI cable is linked like Dish tv and videocon d2h is! And other two are also cables.

It might be local channel from that perticular location and they can ask cable operators and MSO to carry that in their STB. In many parts of India we can find Digi Cable channels in other cable companies. For example Digi Pictures is available in Siti Cable too.
