As I ve said this earlier as well, shuffling is done... to keep a balance between gud pq quality chnls & not so gud pq quality chnls.... as some chnls are more compressed than others.

They want more chnl per TP, as their policy... rather than having 25 gud quality chnls on 1 TP, and 45 bad quality chnls on another TP. :k
