i am able to get good Quality of DD & excellent Quality of DD+ which is currently available on 5 Star HD Chanells via HDMI input
1 ) Star Plus HD :- DD 5.1 640 Kbps / DD+ 5.1 256 Kbps

There are some contradictory statements on your posts.
1.How do you feel a lower bit rate audio stream is better than the higher bit rate of same content?

DD broadcasting @ 640Kbps & DD+ @ 256Kbps. In this case DD should win over of DD+. - But you are saying DD+ is excellent quality for the same content.
2. Regarding the SD channel Bit rate ... 2.3Mbps is unimaginable at least what you are hearing. It may be 64kbps or less - what I feel.
2.3 Mbps will consume more bandwidth than the HD channels. Do they broadcast at this sampling rate :O .
