None. It is bcci.
Star was never in charge of production of India home matches/ipl.
BCCI awarded production rights of IPL and Indian domestic matches to star in 2018. So they had both production and broadcast rights in the previous cycle. But BCCI has complete control over World feed commentary and graphics. Graphic services are provided to BCCI by a company called AE.live. They've providing graphic services to IPL for 13+ seasons now.

Now who will be incharge of IPL production ?? Star or viacom18 ?? Or both ??
BCCI had released a tender for audio-visual rights of Indian international and domestic matches including IPL last year December. Not sure who secured the rights

I know that but after Netflix’s rough 6 months investors are starting to focus more on cash flow rather than just subscriber numbers. I still think IPL would be a boost for Disney but at what cost? Infact Disney should least care about Indian streaming market considering it's not a big deal yet.

Buddy valuation is important for investors and they care more about subscriber numbers as it helps get the valuation up thus benefiting the stakeholders in a company . Netflix is in a different situation as their subscriber numbers r falling as current agreement with major studios for content is ending all these big studios r themselves launching their own OTT platforms and have huge finance to roll out original shows and movies whereas Netflix does not have that big budget to compete with them and build as vast library of own original content which matches scale of say HBO.
So only option is to have a strong revenue and increase valuation.

Streaming is a big deal in India buddy and growing at much faster pace. Infact already for events like IPL or even lots of other mass and niche content people r ditching linear tv and opting for OTT. I would rather say that having OTT rights for IPL is a big plus and there is huge potential to succeed

They have done a great job by leaving IpL. We want to see other board cricket rights and non-cricket sports.

But since last few months there were so many articles which mentioned that sony/zee r extremely eager to bag IPL rights including interviews of key people working in sony/zee who explained their plans and strategy for IPL rights bidding.

I feel sony/zee still is not as financially strong as star/disney and sony/zee have to focus more on their channels from other genres, spending too much on IPL rights may lead to downside in other genres thus Sony /Zee would have decided to let go IPL rights
