1 was not required. They could add numbering from 2 onwards.

That was required atleast at that time network was limited and two was not available everywhere so people should know if there is 1 there must be 2.
Unlike today where Star Gold, Gold 2, MAX MAX 2, etc are very well available on all cable, DTH, streaming platforms.
