there is not much presence of office space for viacom18 outside of Mumbai.
colors kannada which is the 2nd most revenue generated for viacom18 has a small office with 1 floor , and less than 50 people work there together. Its mainly for local office. Same goes with star. but star has slightly bigger office to accommodate star sports local studio in it.

Star Sports doesn't have local or State studio, they are using Same Star Mumbai HQ sports studios and lab for all sports channels including regional. Because it's easy way to them edit, combine feeds to Uplink.

I think movies are non-exclusive basis like Sony pictures, Disney+ content might be exclusive.

From being Rural, Romantic, Thrill now you are asking for Metro. Intresting but, will it survive? IMO it'll be given free with Star Plus and Colors then only it'll survive. I'm not gonna pay 15-19 rupees for some repeat telecast.
