I thought there will only be consultation processes. Looks like this will go to the court and if court stays, we are in for a long delay (Last time, it took 2 years). We can clearly see that the broadcasters are furious, as they need to concentrate on the content quality, else revenue will take a hit. They will do anything that takes to avoid these amendments.
 
If broadcaster gets a stay. TRAI can still enforce the new NCF rule?

Can the courts put a stay on it even after SC's verdict though?

SC basically said TRAI has all the power.
What power? To set a channel price? Trai can't do that. Why would government set the price of your samosa? If you can sell a samosa for Rs 15 in your urban area, then you can do that. It's your business.

That is what I was asking Siva.
From news articles previously, they made it sound like SC gave complete power to TRAI to set any kind of rules with regards bouquet, discounting, etc.
